Sheff Wed Deals with a 'Significant Problem', Declares New Football Authority

'Our role is integral to football's future' - independent football regulator the regulator's chair

Sheffield Wednesday's persistent issues constitute a "serious issue" and the independent regulator is seeking powers to look into club affairs in similar circumstances, the recently named head the regulator has declared.

During an extensive discussion, the regulator, who was recently selected, expressed "sympathy" towards the club's followers.

The chairman convened with four fan organizations representing the football team in recent days.

The team have been facing challenges both on and off the pitch in this season, with the club missing wage payments on several different times, including in the autumn.

"Evidently Wednesday represents a major concern for the league and a substantial concern for English football," the chairman stated.

"The club represents one of the great brands for football in England and this week we have met supporters' organizations.

"We're now looking to get powers... which will enable us to take the club and similar situations submitted for our review if they require examination and acted upon."

Economic Challenges and Ownership Situation

The club's controversial proprietor the Thai businessman suggested earlier this year he would be willing to sell up at the stadium, but he has been unable to finalize an agreement with prospective buyers.

Missed wage deadlines on time in spring months led to sanctions by the English Football League (EFL) in June, stopping Wednesday from completing any player acquisitions for the next three transfer windows, although that restriction was lifted in the end of the transfer window.

Authority's Position

Kogan said: "The job [of the regulator] is there for the supporters of Wednesday, Bury or any football club where fans are dedicated to a regional establishment that has existed throughout their lifetimes in many cases.

"I fully appreciate Sheffield Wednesday, as I do for every team that over recent decades have faced collapse, or approached financial ruin, for factors unrelated to the fans themselves."

When asked if the oversight body could require an owner to sell a club if they are judged inappropriate, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the authority would rather to work with them.

"Our least desirable course of action is commence engagement with an individual club, an particular chairman, without being able to work with that proprietor to address the issues that the club's facing and the proprietor's dealing with," the chairman stated.

"However, realistically, when you review the record of the game, over the past few decades there have been some owners, few in number, but particular people who have shown negligence in the way which they've been managing their organizations and finally don't wish to take responsibility for the future."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with delegates from multiple organizations to detail the scope of the regulator on Wednesday and insisted it was a "progressive gathering" with a "significant participation" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the sport makes errors, the extraordinary progress that's been made might evaporate swiftly," Kogan said.

"This represents everyone's worst fear in the terms of English football is a substantial accomplishment - we need to continue the progress.

"Substantial financial resources entering the sport and has been invested for the last 20 or 25 years, because certainty is lacking it will keep flowing into the sport, which is among the factors explaining I think we have to take a really clear view on risk and of course, of the next two or three years."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the success and growth as an commercial operation of the top division.

"As someone who appreciates the apprehension regarding damaging the Premier League as a premium product of England. But concurrently, if you engage with division representatives after this week's discussion, they would have had a substantial amount of confidence -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Political Connections

Kogan is still facing a "full inquiry" by the official appointments authority after he revealed he contributed money to the political party in 2020.

The 68-year-old donated money to Culture Secretary the minister's leadership bid, along with that of the government leader.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the regulator explained.

"I am no longer involved in any form of political activity."
